နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ အာဆီယံရေးရာဦးစီးဌာနမှ ဒုတိယညွှန်ကြားရေးမှူးချုပ် ဦးဇော်ဇော်စိုး ဦးဆောင်သည့် မြန်မာကိုယ်စားလှယ်အဖွဲ့သည် အင်ဒိုနီးရှားနိုင်ငံ၊ ဂျကာတာမြို့တွင် ၈-၇-၂၀၂၃ ရက်မှ ၁၂-၇-၂၀၂၃ ရက်အထိ ကျင်းပခဲ့သည့် အာဆီယံအစိုးရချင်း ဆိုင်ရာ လူ့အခွင့်အရေးကော်မရှင် အထူးအစည်းအဝေး (၁/၂၀၂၃) နှင့် ဆက်စပ် အစည်းအဝေးများသို့ တက်ရောက်ခဲ့ပါသည်။
အစည်းအဝေးတွင် အင်ဒိုနီးရှားနိုင်ငံမှ AICHR ကိုယ်စားလှယ် H.E. Wahyuningrum က အစည်းအဝေးသဘာပတိအဖြစ် ဆောင်ရွက်၍ အာဆီယံနိုင်ငံများမှ AICHR ကိုယ်စားလှယ်များ၊ AICHR ကိုယ်စားပြုပုဂ္ဂိုလ်များ၊ AICHR ကိုယ်စားလှယ်၏ လက်ထောက်များနှင့် အာဆီယံအတွင်းရေးမှူးချုပ်ရုံးမှ ကိုယ်စားလှယ်များ ပါဝင်တက်ရောက်ခဲ့ပါသည်။
အစည်းအဝေးတွင် AICHR (၅) နှစ်တာလုပ်ငန်းစီမံချက် (၂၀၂၁-၂၀၂၅) ၏ တိုးတက်မှုများကို ပြန်လည်သုံးသပ်ခဲ့ကြပြီး ၂၀၂၃ ခုနှစ်တွင် AICHR ၏ ဦးစားပေးအစီအစဉ်များ/ လုပ်ငန်းစဉ်များ အကောင်အထည်ဖော်ရေး နှင့်စပ်လျဉ်း၍ စီးပွားရေးနှင့် လူ့အခွင့်အရေး၊ ပတ် ဝန်းကျင်နှင့် ရာသီဥတုပြောင်းလဲမှု၊ မသန်စွမ်းသူများ၏ အခွင့်အရေးများ၊ ကလေးသူငယ် နှင့် အမျိုးသမီးများ၏ အခွင့်အရေး၊ ရေရှည်ဖွံ့ဖြိုးတိုးတက်မှုမျှော်မှန်းချက်နှင့် အာဆီယံ လူ့အခွင့်အရေးကြေညာစာတမ်းတို့နှင့်စပ်လျဉ်းသည့် လူ့အခွင့်အရေးနှင့် ဆင်းရဲနွမ်း ပါးမှု ပပျောက်စေရေး၊ သတင်းအမှားများ၊ အမုန်းစကားနှင့် လူ့အခွင့်အရေး၊ အစွန်းရောက်မှုများနှင့် အကြမ်းဖက်မှုများကို ခံစားရသည့် ဒုက္ခသည်များအား ကာကွယ်ပေးရေးနှင့် နှိပ်စက်ညှင်းပန်း မှုများအား ကာကွယ်ဆန့်ကျင်ရေးတို့ကို အလေးထား ဆွေးနွေးခဲ့ကြပါသည်။
အစည်းအဝေးတွင် ဒေသတွင်းလူ့အခွင့်အရေးဆိုင်ရာ ဖြစ်ပေါ်တိုးတက်မှုများ ဖြစ်သည့် လူ့အခွင့်အရေးနှင့်ဆက်စပ်သည့် နိုင်ငံအဆင့် ဥပဒေစည်းမျဉ်းအသစ် များကိစ္စ၊ အာဆီယံအဖွဲ့ဝင်နိုင်ငံများက လူ့အခွင့်အရေးဆိုင်ရာ ဆောင်ရွက်မှုများကိစ္စတို့နှင့် စပ်လျဉ်း၍ အမြင်ချင်းဖလှယ် ဆွေး နွေးခဲ့ကြပါသည်။ AICHR မြန်မာကိုယ်စား လှယ်က မြန်မာနိုင်ငံ တည်ငြိမ်အေးချမ်းရေး၊သာယာ ဝပြောရေးနှင့်ဒီမိုကရေစီဖော်ဆောင်ရေးတို့အတွက် ဆောင်ရွက်နေမှုများ၊ လွတ်လပ်ပြီးတရားမျှတသည့် အထွေထွေရွေးကောက်ပွဲကျင်းပနိုင်ရေးအတွက် ပြင်ဆင်ဆောင်ရွက်လျက် ရှိသည့်အခြေအနေများနှင့် လူသားချင်းစာနာ ထောက်ထားမှုဆိုင်ရာ အကူအညီများပေးအပ်ရေးတွင် AHA စင်တာနှင့် အာဆီယံအဖွဲ့ဝင်နိုင်ငံများနှင့် ပူးပေါင်းဆောင်ရွက်မှုများကို အစည်းအဝေးသို့ အသိပေးခဲ့ပါသည်။
အစည်းအဝေးကာလအတွင်း AICHR ကိုယ်စားလှယ်များသည် အာဆီယံ သဘာဝ ပတ်ဝန်းကျင်ဆိုင်ရာ အခွင့်အရေးများ ရေးဆွဲရေးလုပ်ငန်းအဖွဲ့နှင့် တွေ့ဆုံခဲ့ပြီး အာဆီယံ၌ သဘာဝပတ်ဝန်းကျင်ဆိုင်ရာ အခွင့်အရေးများနှင့် စပ်လျဉ်းသည့် ဒေသတွင်း မူဘောင်တစ်ရပ် ပေါ်ထွက်လာရေးအတွက် အဆိုပါလုပ်ငန်းအဖွဲ့အား လမ်းညွှန်ချက်များ ချမှတ်ပေးလျက် တိုးတက်မှုများအပေါ် ဆွေးနွေးခဲ့ကြပါသည်။ AICHR ကိုယ်စားလှယ်များသည် ကလေးငယ်များ ပါဝင်သည့် ကလေးလူငယ်အခွင့်အရေးဆိုင်ရာ ညွန့်ပေါင်းအဖွဲ့နှင့် တွေ့ဆုံခဲ့ပြီး ကလေး သူငယ်အခွင့်ရေးအတွက် ပူးပေါင်းဆောင်ရွက်နိုင်မည့် ကိစ္စရပ်များနှင့် ကလေး သူငယ် အခွင့်အရေးနှင့် ဆက်စပ်သည့် AICHR ၏ လုပ်ငန်းစဉ်များတွင် ကလေးငယ်များ ပါဝင်နိုင်ရေးတို့ကို ဆွေးနွေးခဲ့ကြပါသည်။
ယင်းနောက် AICHR ကိုယ်စားလှယ်များ သည် အာဆီယံအမျိုးသမီးရေးရာ ကော်မတီဘ(ACW)၊ လူမှုဝန်ထမ်းနှင့် ဖွံ့ဖြိုးတိုးတက်မှုဆိုင်ရာ အဆင့်မြင့် အရာရှိကြီးများ အစည်း အဝေး (SOMSWD)၊ နယ်စပ်ဖြတ်ကျော်မှုခင်းဆိုင်ရာ အဆင့်မြင့်အရာရှိကြီးများ အစည်း အဝေး (SOMTC)နှင့် အာဆီယံအဆင့်မြင့် စီးပွားဘရေးအရာရှိကြီးများ အစည်းအဝေး(SEOM)တို့မှ ကိုယ်စားလှယ်များနှင့် သီးခြားစီတွေ့ဆုံသည့် အစည်းအဝေးများကို ကျင်းပခဲ့ပြီး အာဆီယံ အသိုက်အဝန်းမဏ္ဍိုင်သုံးရပ်အနေဖြင့် လူ့အခွင့်အရေးဆိုင်ရာ ပေါင်းစပ် ဆောင်ရွက်ရေးအတွက် ဦးစားပေးလုပ်ငန်းစဉ်များနှင့် ပူးပေါင်းဆောင် ရွက်နိုင်မည့် နယ်ပယ်များကို ဆွေးနွေးခဲ့ကြသည်။
AICHR မြန်မာကိုယ်စားလှယ်သည် (၅၆) ကြိမ်မြောက် အာဆီယံနိုင်ငံခြားရေးဝန်ကြီး များ အစည်းအဝေးကာလအတွင်း ၁၁-၇-၂၀၂၃ ရက်နေ့တွင် ကျင်းပခဲ့သည့် အာဆီယံ နိုင်ငံခြားရေးဝန်ကြီးများနှင့် AICHR ကိုယ်စားလှယ်များတွေ့ဆုံသည့် အစည်းအဝေးသို့လည်း တက်ရောက်ခဲ့ပါသည်။

Myanmar Delegation Attends Special Meeting 1/2023 of the ASEAN Intergovernmental Commission on Human Rights (AICHR) and its related Meetings

Myanmar Delegation led by U Zaw Zaw Soe, Deputy Director-General, ASEAN Affairs Department of the Ministry of Foreign Affairs attended the Special Meeting 1/2023 of ASEAN Intergovernmental Commission on Human Rights (AICHR) and its related Meetings, which were held from 8 to 12 July 2023 in Jakarta, Indonesia.
The Meeting was chaired by H.E. Wahyuningrum, Representative of Indonesia to AICHR, and was attended by Representatives/Alternate Representatives of AICHR, AICHR Assistants from ASEAN Member States and representatives from the ASEAN Secretariat. Timor-Leste Representative also attended the Meeting as an observer.
The Meeting reviewed the progress in the implementation of AICHR’s Five-Year Work Plan (2021-2025) and discussed the implementation of AICHR’s Priority Programmes/Activities in 2023 with a focus on business and human rights, the environment and climate change, rights of persons with disabilities, children’s and women’s rights, human rights and poverty eradication in the context of the Sustainable Development Goals (SDGs) and ASEAN Human Rights Declaration (AHRD), disinformation, hate speech and human rights, victim-oriented protection to counter radicalisation and violent extremism, and prevention of torture, among others.
The Meeting exchanged views on recent developments on human rights in the region such as new laws and regulations at the national level related to human rights, and human rights initiatives by ASEAN Member States. The Alternate Representative of AICHR-Myanmar updated on the ongoing efforts on peace,prosperity and democracy, preparation for free and fair general elections and humanitarian assistance cooperation with AHA centre and ASEAN Member States.
At the sideline of the Special Meeting 1/2023 of AICHR, the representatives met with the ASEAN Environmental Rights Working Group (AER-WG) and discussed the progress and provide guidance for the AER-WG on the development of a regional framework on environmental rights in ASEAN. AICHR representatives also met with the Child Rights Coalition (CRC Asia) with the participation of children, which deliberated possible measures on children’s rights, as well as engagement of children in AICHR’s activities related to child rights.
Then, AICHR held its interface meetings with the ASEAN Committee on Women (ACW), the ASEAN Senior Officials Meeting on Social Welfare and Development (SOMSWD), the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC), and the Representative of the Chair of ASEAN Senior Economic Officials Meeting (SEOM) respectively, which discussed priorities and possible initiatives for alignment of work and integration of human rights across three Community pillars of ASEAN.
The Alternate Representative of AICHR-Myanmar also attended the ASEAN Foreign Ministers’ Interface Meeting with AICHR Representatives which was convened on 11 July 2023 during the 56th ASEAN Foreign Ministers Meeting (AMM).
