နိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး ဦးသန်းဆွေသည် မြန်မာနိုင်ငံ၏ လက်ရှိ ပြည်တွင်းနိုင်ငံရေးဖြစ်ပေါ်တိုးတက်မှု အခြေ အနေများနှင့်ပတ်သက်၍ ရန်ကုန်မြို့ အခြေစိုက် သံတမန်များနှင့် ကုလသမဂ္ဂဌာနေ ကိုယ်စားလှယ်တို့အား ရှင်းလင်းပြောကြားမှုအစီအစဉ်ကို ရန်ကုန်မြို့ရှိနိုင်ငံခြားရေးဝန်ကြီးဌာန၊ ဝန်ဇင်းမင်းရာဇာခန်းမ၌ ၆-၇-၂၀၂၃ရက်တွင် ပြုလုပ်ခဲ့ သည်။
အဆိုပါ ရှင်းလင်းပြောကြားမှုအစီအစဉ်သို့ ပြည်ထောင်စုရွေးကောက်ပွဲကော်မရှင် အဖွဲ့ဝင် ဦးခင်မောင်ဦး၊ နိုင်ငံခြားရေးဝန်ကြီးဌာန အမြဲတမ်းအတွင်းဝန် ဦးချမ်းအေး၊ ပြန်ကြားရေးဝန်ကြီး ဌာန၊မီဒီယာဖွံ့ဖြိုးတိုးတက်ရေးဦးစီးဌာန၊ ညွှန်ကြားရေးမှူးချုပ် ဒေါက်တာသီတာတင်၊ နိုင်ငံ ခြားရေး ဝန်ကြီးဌာနမှ အဆင့်မြင့်အရာရှိကြီးများပါဝင်တက်ရောက်ခဲ့ပြီး၊ ရန်ကုန်မြို့ရှိ သံရုံးများမှ သံအမတ်ကြီးများ၊ အဆင့်မြင့်သံတမန်များနှင့် ကုလသမဂ္ဂဌာနေကိုယ်စားလှယ်တို့ ပါဝင်တက် ရောက်ခဲ့ကြသည်။
ရှင်းလင်းပွဲတွင် ပြည်ထောင်စုဝန်ကြီးက မြန်မာအစိုးရ၏ ရှေ့လုပ်ငန်းစဉ်(၅) ရပ်နှင့်အညီ တရားဥပဒေစိုးမိုးရေးနှင့် ငြိမ်းချမ်းရေးအပါအဝင်ဒီမိုကရေစီဖော်ဆောင်ရေးတို့အတွက် ကြိုးပမ်း ဆောင်ရွက်မှုများကို ရှင်းလင်းပြောကြားခဲ့သည်။ ပြည်ထောင်စုဝန်ကြီးက မြန်မာနိုင်ငံသည် ကိုဗစ်-၁၉ကပ်ရောဂါ၊ ရွေးကောက်ပွဲမသမာမှုနှင့်ဆက်စပ်သည့် မတည်ငြိမ်မှုများ၊ ဆိုင်ကလုန်း မုန်တိုင်းမိုခါကဲ့သို့သော သဘာဝဘေး အန္တရာယ်နှင့် ပထဝီဝင်နိုင်ငံရေးအရ သက်ရောက်မှုများနှင့် သတင်းမီဒီယာစစ်ပွဲဆိုင်ရာ စိန်ခေါ်မှုများကိုရင်ဆိုင်နေရသော်လည်း တရားဥပဒေစိုးမိုးရေး ဆောင်ရွက်ခြင်း၊ငြိမ်းချမ်း၍ အများပါဝင်နိုင်သော နိုင်ငံရေးလုပ်ငန်းစဉ် ဖော်ဆောင်ခြင်းတို့ဖြင့် ကြိုးပမ်းလျက်ရှိသည်ကိုပြည်ထောင်စုဝန်ကြီးမှရှင်းလင်းပြောကြားခဲ့သည်။ ထို့ပြင်အာဆီယံတူညီဆန္ဒ(၅)ချက်ဖော်ဆောင်ရာတွင် အရေးကြီးဆုံးအချက်များဖြစ်သည့်အကြမ်း ဖက်မှုများရပ်တန့်ရေး၊ အားလုံးပါဝင်သည့် ဆွေးနွေးပွဲများ ကျင်းပရေးနှင့် လူသားချင်း စာနာ ထောက် ထားမှုဆိုင်ရာကူညီထောက်ပံ့မှုများ ပေးအပ်ရေးတို့ကိုလည်းဆောင်ရွက်လျက်ရှိကြောင်း ရှင်းလင်းပြောကြားခဲ့သည်။
ပြည်ထောင်စုဝန်ကြီးက မြန်မာနိုင်ငံတွင် ငြိမ်းချမ်းရေးဆွေးနွေးပွဲများကို အကြိမ် (၅၀၀၀) ကျော် ကျင်းပခဲ့ပြီးဖြစ်ကြောင်း၊ တိုင်းရင်းသား လက်နက်ကိုင်အဖွဲ့အစည်းများနှင့် အပစ်အခတ် ရပ်စဲမှုစတင်ခဲ့သည်မှာ (၃၃)နှစ်တိုင်ရှိပြီး အပြီး သတ်ငြိမ်းချမ်းရေးအတွက် မြန်မာအစိုးရအဆက်ဆက်မှ ကြိုးပမ်းအားထုတ်ခဲ့ကြောင်းတို့ကိုအသေးစိတ်ရှင်းလင်းပြောကြားခဲ့သည်။ ပြည်ထောင်စုဝန်ကြီးက တပ်မတော်အနေဖြင့် တစ်နိုင်ငံလုံးဆိုင်ရာ အပစ်အခတ်ရပ်စဲရေး သဘောတူစာချုပ်အရ စတင်တိုက်ခိုက်မှုမပြုခြင်း၊ ပြည်သူများအားအကာအကွယ်ပေးရန် ထိန်းထိန်းသိမ်းသိမ်းနှင့် ထိခိုက်မှုအနည်းဆုံးဖြစ်စေရန် ဂျီနီဗာကွန်ဗင်းရှင်းပါ စည်းမျဉ်းများနှင့် အညီဆောင်ရွက်ခဲ့သည်များကိုလည်းအသိပေးပြောကြားခဲ့သည်။
ပြည်ထောင်စုဝန်ကြီးက PDF အကြမ်းဖက်များ၏ တိုက်ခိုက်မှုကြောင့် အပြစ်မဲ့ပြည်သူ ၅,၉၃၈( အရပ်သား ၄,၈၇၈ ဦး နှင့် အစိုးရဝန်ထမ်း ၁,၀၆၀ ဦး) ကျော် ထိခိုက်သေဆုံးခဲ့ခြင်း၊PDF များ၏ အဖျက်အမှောင့်လုပ်ငန်းများကျူးလွန်မှုများ၊ ဒီမိုကရေစီဖော်ဆောင်ရေးလုပ်ငန်းစဉ်များ အား အဟန့်အတားဖြစ်အောင် လုပ်ဆောင်နေမှုများ၊ ၎င်းတို့၏ဥပဒေပြင်ပလုပ်ရပ်များမှ ပြည်သူ များအား ကာကွယ်ရန် အစိုးရအနေဖြင့် PDF အကြမ်းဖက်သမားများကို တုန့်ပြန်ဆောင်ရွက် ရခြင်း ဖြစ်ကြောင်းအသိပေးပြောကြားခဲ့သည်။
ဆက်လက်၍ ပြည်ထောင်စုဝန်ကြီးက ရခိုင် ပြည်နယ်ရှိ လူမှုအသိုက်အဝန်းများအကြား ငြိမ်း ချမ်းရေးနှင့်သဟဇာတရှိစေရေး ကြိုးပမ်းဆောင်ရွက်မှုများ၊၂၀၁၇နှင့် ၂၀၁၈ခုနှစ်များတွင် မြန် မာ-ဘင်္ဂလားဒေ့ရှ်နှစ်နိုင်ငံအကြားချုပ်ဆိုထားသည့် သဘောတူစာချုပ်အကောင်အထည်ဖော် ဆောင်မှုအခြေအနေများနှင့် နိုင်ငံသားစိစစ်ပြီးသည့် နေရပ်စွန့်ခွာသူများအား ပြန်လည် လက်ခံ ရေး လုပ်ငန်းစဉ်ကို ဆောလျင်စွာ စတင်နိုင်ရေး ဆောင်ရွက်နေမှုများကို ရှင်းလင်းပြောကြား ခဲ့သည်။
ထို့ပြင်မိုခါဆိုင်ကလုန်းဘေးဒဏ်ထိခိုက်ခံစားခဲ့ရသည့်ဒေသများနှင့်ပြည်သူများအားကူညီကယ်ဆယ်မှုများနှင့်ပြန်လည်ထူထောင်ရေးလုပ်ငန်းများအတွက် အစိုးရ၏ ကြိုးပမ်းဆောင် ရွက်မှုများ၊ဒေသတွင်းနှင့် နိုင်ငံတကာအဖွဲ့အစည်းများနှင့် ပူးပေါင်းဆောင်ရွက်မှုများကိုလည်း ရှင်း လင်း ပြောကြားခဲ့သည်။
ထို့နောက် အမေးအဖြေကဏ္ဍတွင် တက်ရောက်လာသည့် သံတမန်များမှသိရှိလိုသည်များ ကိုမေးမြန်းခဲ့ပြီး၊ တာဝန်ရှိသူများက ရှင်းလင်းပြောကြားမှုအပြီး တက်ရောက်သူများမှ ခင်း ကျင်း ပြသထားသည့် မှတ်တမ်းဓာတ်ပုံများ၊ အချက်အလက်များကို ကြည့်ရှုကြကြောင်းသတင်းရရှိပါသည်။
Union Minister for Foreign Affairs gave a diplomatic briefing on the recent developments in Myanmar
The Union Minister for Foreign Affairs, U Than Swe, gave a diplomatic briefing on the recent developments in Myanmar at the Ministry of Foreign Affairs in Yangon on 6July 2023.
U Khin Maung Oo, Member of the Union Election Commission, U Chan Aye, Permanent Secretary of the Ministry of Foreign Affairs, Dr. Thida Tin, Director General of the Media Development Department, Ministry of Information and Senior Officials from the Ministry of Foreign Affairs, Ambassadors, Heads of Missions, senior diplomats and representatives from diplomatic missions and the United Nations Resident Coordinator in Myanmar joined the briefing.
During the briefing, the Union Minister briefed on Myanmar Government’s efforts for Peace, Prosperity and Democracy including lawful and peaceful measures in line with the Five-Point Roadmap. Despite numerous challenges such as global pandemic, fraudulent elections and associated instability, natural disaster (cyclone Mocha), geopolitical impacts and challenges posed by media warfare, efforts for peace, development and democracy are underway through launching of law-enforcement actions and rewards to participate in the political process in peaceful means. He also briefed the implementation of the ASEAN five-point consensus, particularly paving the way for cessation of violence, inclusive dialogues and provisions of humanitarian assistance,the most important points of ASEAN five-point consensus.
The Union Minister gave a comprehensive account on efforts of successive governments for peace process overthe past 33 years with notable achievement of Nationwide Ceasefire Agreement (NCA) with EAOs following the 5,000 rounds of negotiation.The Union Minister also underlined that Tatmadaw strictly followed the peace agreement by not making first strikes,and only taking actions for the purpose of defending innocent civilians with maximum restraints and minimum use of force in line with the Rules of Engagement in the Geneva Convention.
The Union Minister also underscored terrorist activities committed by the so-called PDFclaiming more than 5,938 innocent lives (4,878 civilians and 1,060 public service personnel), committing destructive activities and obstructing governments efforts to restore normalcy and democracy.
While informing Myanmar governments’ endeavours in fostering peace and harmony among communities in the Rakhine State, Union Minister updated the progress made in the implementation of the bilateral agreements between Myanmar and Bangladesh in 2017 and 2018, and for the early commencement of repatriating verified displaced persons.
Union Minister also briefed on the measures for the recovery and resettlement of victims of Cyclone Mocha in cooperation with regional and international community.
The Briefing was followed by the question and answer session. Attendees also had the opportunity to observe the documents, photos, and charts displayed in the briefing hall of the Ministry of Foreign Affairs.
